Japan eVisa Opens to Filipino Tourists, With Limits

Japan has opened eVisa processing for some Filipino travelers, but only ordinary passport holders joining packaged tours can use the new option.

Japan has opened eVisa processing for some Filipino travelers, but only ordinary passport holders joining packaged tours can use the new option.

What changed

Japan’s Ministry of Foreign Affairs says its eVISA system is for short-term tourism and, for the Philippines, the online route is limited to nationals of the Philippines who reside in the Philippines and participate in packaged tours organized by designated travel agencies. The Philippines-specific note also says the eVisa issued under this route carries a 15-day stay.

Who is affected

The change mainly affects Filipino passport holders booking eligible package tours, not all ordinary travelers from the Philippines. Japan says only ordinary passport holders can use the JAPAN eVISA website, and the embassy in Manila says eVISA applications for the packaged-tour category have to be submitted through the Visa Center.

When it takes effect

The Embassy of Japan in the Philippines says eVISA issuance for packaged-tour applicants started on December 15, 2025. MOFA also says Japan eVISA is available for travel by air or sea, with sea travel limited to international scheduled passenger ferries between Japan and Busan or Shanghai.

What travelers should know

  • Check that your trip is a packaged tour arranged by a designated or registered travel agency before booking.
  • Use an ordinary passport. Japan says official, service and diplomatic passport holders are not the eligible group for the JAPAN eVISA website route.
  • Expect a single-entry tourism visa only, with a 15-day stay for Filipino nationals residing in the Philippines.
  • If your purpose is business, visiting relatives, or transit, you still need to follow the standard visa categories rather than this eVisa route.

Why this matters

For travelers, the practical effect is a narrower but more digital pathway into Japan’s short-term tourism system. It may reduce paperwork for eligible package-tour passengers, but it does not amount to a broad online visa rollout for all Philippine citizens or all Filipino passport holders.

Official guidance

Travelers should confirm eligibility with the Embassy of Japan in the Philippines and the Japan eVISA pages before making plans, especially because the embassy says applications for this category must go through the Visa Center and eligible trips must be arranged through the correct travel agency channel.
